Development of the Quarry/Leys Site. A communication from Roade Parish Council
You will no doubt be aware that a planning application has been re-submitted to South Northamptonshire Council to develop the derelict factory buildings at the end of The Leys and also the Quarry site, which is off the Hartwell Road next to the Vicarage.
In the twelve months since the application was first submitted the Parish Council has hosted a public display of outline plans and reports, held a public meeting, held two Special Parish Council meetings and included the application on the agenda of monthly Parish Council meetings when appropriate.
The agreed position of the Parish Council is as follows: -
Position Statement
In broad terms, Roade Parish Council welcomes and supports the initiative to develop and improve the derelict Leys site, subject to concerns over contamination being resolved, and acceptable traffic management. Roade Parish Council recognises the inherent dangers to the health and safety of present and potential future residents in any attempt to treat the contaminated land comprising the Quarry site. Roade Parish Council is therefore opposed to any proposal to disturb this land in any way.
Amongst other matters, Roade Parish Council has very serious concerns in the following areas to express to the appropriate authorities:
1. Hazardous and toxic contamination becoming airborne or deposited on village streets by vehicles during the removal of material and/or its remediation and/or subsequent construction on the site.
2. The Transport Assessment bears little resemblance to current circumstances. Therefore the subject needs to be re-examined with local input. It also needs a wider remit to take account of increased traffic volumes at junctions with the A508.
Roade Parish Council will work with developers to enhance village amenities and facilities through appropriate opportunities that may arise.
