Health and Human Services has Ruled that Security Administrators have a Greater Role in Compliance for Communication Security with HIPAA

The required administrative modules are in place and include: Password retrievals, VPN secure messaging, file transfer; a secure electronic Lockbox for critical documents; Outlook integration, secure messaging, variable algorithm encryption and secure mobile connection with all known PDA's, and a defined Audit Trail capability

§ 164.308 Administrative safeguards.(ii) Implementation specifications require:

(B) Workforce clearance procedure. Requirement: Implement procedures to determine that the access of a workforce member to electronic protected health information is appropriate.
(C) Addition, Modification and Termination authority and procedure. Requirement: Implement procedures for terminating access to electronic protected health information when the employment of a workforce member ends or required by paragraph (a)(3)(ii)(B) of this section.
